LA Public Library taps Modis to support NonStop platform
Client Overview: Los Angeles Public Library
The Los Angeles Public Library – a system of 72 branches throughout the City – serves one of the largest and most diverse populations in the United States. The library’s holdings consist of 6 million books, and its service area spans nearly 500 square miles. The library also offers an array of resources that attract users from surrounding communities throughout the state.

The library needed technical staff to perform HP NonStop (Tandem) platform-related services. One of the Library’s major goals is to maintain delivery of electronic information services to the public, and this platform plays a critical part in accomplishing that goal.
Included among these resources are more than 150 subscription research databases, an extensive photograph collection, e-books, online reference services and the library’s own catalog of more than 6 million items.
The library selected Modis as a prime vendor to provide the staff to support this contract. Our consultants play key roles in tackling the vital issues of the library’s Web site and extensive database access.

In order to serve its community better, the City of Minneapolis designed a project to align data needs with business requirements. Modis provided project management for this engagement.
Modis’ project manager worked with a team from the City to analyze, prioritize and facilitate database changes. The Commonwealth of Massachusetts selected Modis as one of 18 information technology staffing vendors. Modis has provided resources to the Commonwealth for more than 10 years.
This select was the result of the Commonwealth’s recent downsizing of its vendor list from over 100 vendors to 18. Modis may provide a broad range of professional technology services, such as applications/systems design and development, software and systems integration, and information technology planning, across a wide range of tools and platforms as a result of this selection.
In addition to this project, Modis has a long and successful history with the Commonwealth. We have provided ERP resources, mainframe developers, help desk resources, and training on previous engagements. Our consultants have supported multiple divisions within the Commonwealth for the design, implementation, and support of a data collection system. The technical environment consists of mainframe COBOL with CISC, IMS and VSAM. There are also subsystems written in Natural with Adabas as the database. The Modis Solution: Identify, screen and develop team to oversee PeopleSoft upgrade
The Commonwealth of Massachusetts sought assistance in a project to upgrade its PeopleSoft Human Capital Management application. The Commonwealth needed to train 1,200 end users processing over 70,000 paychecks.
Modis proposed a team of individuals to handle the entire scope of the effort. The team included consultants with the following skill sets: change management, configuration testers, systems testers, help desk operators, course developers, editors, stand-up trainers, Unix application developers and PeopleSoft application developers.
The entire team consisted of 27 consultants, the bulk of which were course developers and stand-up trainers. Modis’ management role is from a staff-supplementation perspective only. We do have the project manager on our payroll, who also is a stand-up trainer, to provide management, scheduling, and assist with the hiring of the staff.

The Modis Solution: Transition processing, data center to division facilities
The Massachusetts Division of Medical Assistance is responsible for processing the Medicaid claims for the Commonwealth’s citizens. After having some difficulty with Unisys, their previous claim processor, the division decided to take the Medicaid claims processing task in-house.
Modis partnered with the division to assemble a team of consultants needed to bring the Medicaid claim processing in house. This involved transitioning the processing and data center operations away from Unisys into the division’s offices.
The division selected Modis due to our vast experience in staffing Medicaid development efforts nationally. We supported all aspects of the transition, including supplying the project manager, team leaders, programmers and analysts.
Modis has been supporting Medicaid proposal and systems development efforts for more than 10 years for a variety of states and vendors. At our highest point, we had 60 consultants supporting this effort.

The Modis Solution: Staff transition for Department of Social Services’ OASIS project
The Virginia Department of Social Services developed the OASIS project to consolidate their child welfare cases into one, centralized database. This massive undertaking involved transforming several systems used to process the tracking of foster care, day care, adoption, investigations and referrals information from a manual process to an automated system.
Modis provided consultants to alleviate the information technology challenges at the start of the project. Our consultants have played an instrumental role in the success of this project. We have provided the project administrator, database analysts, network administrators, analysts and client/server developers.

The Modis Solution: Staff Virginia Housing Development Authority’s SQL implementation
The Virginia Housing Development Authority required a senior database administrator to install SQL Server 2000. The consultant, provided by Modis, created and maintained a test database for testing scripts, installed and configured Windows 2000 Servers for clustering implementation, and implemented and maintained database clustering and replication to support high availability needs.
Our consultant was responsible for backup, restoration, scripting activities, DTS Jobs and conducting system audits and also provided documentation for backup and recovery, clustering and implementation of SQL Server 2000.

The Modis Solution: Custom VOIS application provides needed functionality
The Virginia Department of Transportation was locked in to a proprietary software package that could not communicate real-time information. Changes to the software were slow and costly. The system was not user-friendly, therefore, department personnel used the system minimally. The department wanted to add functionality, maintain the system in-house and own the product.
Modis developed a Web-based, ASP, SQL Server back-end application called VOIS (Virginia Operational Information System). The application features GIS mapping which allows pan and zoom features as well as plotting of icons on the maps. External agencies such as Virginia State Police and department users can access the VOIS system with a secure logon through the Internet. Other technologies used on the project include Visual Basic, XML, Web Services, Active X, Map Objects, ArcIMS, COM/DCOM, Collaborative Data Objects, MS Exchange Server, and Windows operating systems.
The department can now communicate road condition information to its personnel and to the general public. The system is easy to maintain, user-friendly, reports up-to-date real-time information at a nominal cost to the department. Modis has an excellent reputation with the department as well as other Commonwealth agencies, working to understand their needs and providing top notch consultants and service.

The Modis Solution: Assist with development of web-enabled enterprise application
Virginia has the third largest state-maintained highway system in the country behind North Carolina and Texas. The Virginia Department of Transportation (VDOT) is responsible for building, maintaining and operating the state's roads, bridges and tunnels. And, through the Commonwealth Transportation Board, the department also provides funding for airports, seaports, rail and public transportation.
Unlike many states, the department is responsible for the development and maintenance of all its own roads. The client needed for a system that would forecast budgetary expenses and resurfacing efforts for all its plant/mix materials. Modis assisted the client with the development of the PMSS (Plant/Mix Scheduling System), the first web-enabled enterprise application at the department. This system assists the department to make deadlines for scheduled publishing for contract bidding with 98 percent forecasting accuracy. The system was written in ASP with a SQL Server back end.
Modis consultants developed both the functional and technical requirement. Our consultants were responsible for all development, testing, and documentation, and completed the work within an eight-month period

The Modis Solution: Salvage failed project, integrate new hardware and software
The Virginia Department of Health provides a wide variety of health-related services to the people of Virginia. Their mission is to achieve and maintain optimum personal and community health by emphasizing health promotion, disease prevention, and environmental protection. The Virginia WIC Program is the special supplemental nutrition program for women, infants and children. It is funded through the U.S. Department of Agriculture, and is operated through local health departments as well as satellite and mobile clinics in Virginia.
The department hired another firm to develop and install an automated check-issuing system that had the tracking capabilities required by the federal government. The department also wanted this system to have on-site printing capabilities. The WICNet program, which was never fully developed, was implemented and later abandoned five years later.
Modis assembled a team of consultants (including a WIC Analytical Specialist) to reverse engineer the abandoned project. Our consultants also used Developer, Designer, Oracle, PVCS and Test Director to develop this project. The team also developed a call-tracking system using MS Access. In four months, the Modis team began rolling out a limited version of the properly working application. Modis also staffed a traveling team of two hardware and software PC Integration Specialists to insure proper installation of the WICNet program.

County of Los Angeles relies on Modis for multiple IT needs

One of California’s original 27 countries, Los Angeles County was established in 1850. The county remains one of the nation’s largest, consisting of more than 4,000 square miles and a population in excess of 10 million. There are 88 cities within Los Angeles County, each with its own city council. The county also accounts for approximately 28 percent of the State of California’s entire population.

Although the local government is the County of Los Angeles’ largest employer, it often calls on consultants for department initiatives. Modis has been instrumental in the development of major projects for the Department since 1998. The North Carolina Department of Environment and Natural Resources is charged with preserving and protecting the state’s well-known natural resources. The Department has offices throughout the state, encourages businesses, farmers and local governments to use responsible environmental practices, and manages initiatives to safeguard air and water quality.
Modis has been instrumental in the development of major projects for the Department of Environmental Natural Resources since 1998. The Department’s Division of Air Quality (DAQ) regulates the quality of the air in North Carolina through technical assistance to industries and enforcement of state and federal air pollution standards. The Division issues permits, establishes ambient air quality standards, monitors the air quality of the state and operates a vehicle inspection/maintenance program.
Modis’ consultants developed and maintained Web-based systems for the Division. These systems consist of fees and facilities, an application tracking system-(ATS) for the permitting process, permit writer and emission inventory. The Division used the following Application Development tools; Java, JSP, Servlets, BEA Weblogic, Visual Café and Oracle 8i.

The North Carolina Department of Environment and Natural Resources is charged with preserving and protecting the state’s well-known natural resources. Modis has been instrumental in the development of three major projects for the Department of Environmental Natural Resources since 1998. These projects include BIMS (Basin-wide Information Management System), IMPAQS and I-BEAM.
I-BEAM is the Development framework for the Department of Environmental Natural Resources IT group that supports the divisions with in the agency. I-BEAM’s purpose is to deliver continually evolving services more quickly, less expensively and more consistently than past systems. This allows for rapid application development that focuses on specific needs in the context of automation for the enterprise. Modis has helped in the architecture and RAD of this project.

The Modis Solution: Deliver consultants with expertise to support government projects
The North Carolina Department of Health and Human Services works to ensure the public health and assist North Carolinians in need of assistance. The Department works in local offices, schools and hospitals throughout the state’s 100 counties.
Modis has staffed different projects within the Department of Health and Human Services since 1996 including development and maintenance to current systems. - Modis consultants participated in the child welfare database reengineering while utilizing data normalization rules. These consultants retrofitted the new database design along with code enhancements into the current production system, gathered and analyzed state mandated requirements for integration into the day care licensing system, performed code modifications, coordinated system testing with clients, and supervised the migration to production. The consultants also supported department systems and corrected any production problems which occurred.
- For the state’s Electronic Benefits Transfer Information System (EBTIS) and EPICS, Modis’ consultants’ responsibilities include design and coding of programs to interface the Food Stamps Benefit System with the Citibank Banking System. The development of this system allows food stamps to be issued to debit cards. The system is written in COBOL II, DB2, CICS and VSAM. EPICS is a fraud prevention system that supports both the Food Stamps and EIS system.

The North Carolina Department of Health and Human Services works to ensure the public health and assist North Carolinians in need of assistance. The Department works in local offices, schools and hospitals throughout the state’s 100 counties.
The Division of Information Resource Management provides the Department with technological leadership, dependable service and efficient operations to enable the effective use of resources. The Department was having problems with the collection of child support payments and locating absent parents. They initiated a project to have the Division automate and ease the process.
Modis assisted the Division automate the process of collecting child support payments by establishing a statewide computer system called the Automated Collection and Tracking System (ACTS). This system receives and shares data with more than 30 state, federal, and private agencies. Our consultants developed the system using mainframe technology (COBOL, CICS, DB2, and Telon). ACTS eliminates the need for manual processes, which has saved the Department thousands of dollars by ensuring that work is completed in a timely fashion and has minimized redundant work efforts.

The Department began an initiative to create a system that allows North Carolinians to get duplicate licenses through the Internet. The Department also developed a system to access motor vehicle records for individuals. They needed assistance developing and maintaining these new systems.

The North Carolina Department of Transportation provides and maintains the state’s aviation, ferry, public transportation, rail, and highway systems. The Department’s Highways Division wished to automate current paper-driven and manual processes as well as offer more timely information. Ideally, the new system would enable prompt payments to contractors; integrate construction, materials and testing functions; and other more efficient operating procedures. The Division required assistance with developing an application to meet these goals.
The resulting Highway Construction and Materials System (HiCAMS) is a Client/Server application that supports construction administration, field operations, and material testing within the North Carolina Department of Transportation (NCDOT).
